Investigators say Union Hill garage fire was arson

A garage fire that occurred in the 22800 block of Northeast Union Hill Road in unincorporated King County outside of Redmond has been determined to be arson by investigators.

Sgt. Cindi West with the King County Sheriff's Office said the fire occurred around 12:30 a.m. on Monday and was contained to the garage, which is not attached to the house.

West said Tuesday morning that the garage and everything inside, including two cars, were declared a total loss. No one was home at the time.

West said the fire is still under investigation and is unable to release any more details other than that it was intentionally set.

"It's an arson, but nothing ?has been released at this point," she said.

About 18-20 firefighters from the Redmond and Duvall Fire departments, along with Eastside Fire and Rescue responded to the fire, which had fully engulfed the garage by the time firefighters arrived, according to Redmond Fire Cap. Don Sanderson.

Sanderson said firefighters could smell a gasoline odor when they arrived. One firefighter did injure his knee while battling the blaze and was transported to a local emergency department as a precaution.?Sanderson called the injury "minor" and said the firefighter is expected to make a full recovery.

US warns Iran against closing key oil passage (AP)

TEHRAN, Iran ? The U.S. strongly warned Iran on Wednesday against closing a vital Persian Gulf waterway that carries one-sixth of the world's oil supply, after Iran threatened to choke off traffic through the Strait of Hormuz if Washington imposes sanctions targeting the country's crude exports.

The increasingly heated exchange raises new tensions in a standoff that has the potential to spark military reprisals and spike oil prices to levels that could batter an already fragile global economy.

Iran's navy chief said Wednesday that it would be "very easy" for his country's forces to close the strategic Strait of Hormuz, the passage at the mouth of the Persian Gulf through which about 15 million barrels of oil pass daily. It was the second such warning by Iran in two days, reflecting Tehran's concern that the West is about to impose new sanctions that could hit the country's biggest source of revenue, oil.

"Iran has comprehensive control over the strategic waterway," Adm. Habibollah Sayyari told state-run Press TV, as the country was in the midst of a 10-day military drill near the strategic waterway.

The comments drew a quick response from the U.S.

"This is not just an important issue for security and stability in the region, but is an economic lifeline for countries in the Gulf, to include Iran," Pentagon press secretary George Little said. "Interference with the transit or passage of vessels through the Strait of Hormuz will not be tolerated."

Separately, Bahrain-based U.S. Navy 5th Fleet spokeswoman Lt. Rebecca Rebarich said the Navy is "always ready to counter malevolent actions to ensure freedom of navigation."

Rebarich declined to say whether the U.S. force had adjusted its presence or readiness in the Gulf in response to Iran's comments, but said the Navy "maintains a robust presence in the region to deter or counter destabilizing activities, while safeguarding the region's vital links to the international community."

Iran's threat to seal off the Gulf, surrounded by oil-rich Gulf states, reflect its concerns over the prospect that the Obama administration will impose sanctions over its nuclear program that would severely hit its biggest revenue source. Iran is the world's fourth-largest oil producer, pumping about 4 million barrels a day.

Gulf Arab nations appeared ready to at least ease market tensions. A senior Saudi Arabian oil official told The Associated Press that Gulf Arab nations are ready to step in to offset any potential loss of exports from Iran. The official spoke on condition of anonymity because he was not authorized to comment on the issue.

Saudi Arabia, which has been producing about 10 million barrels per day, has an overall production capacity of over 12 million barrels per day and is widely seen as the only OPEC member with sufficient spare capacity to offset major shortages.

What remains unclear is what routes the Gulf nations could take to move the oil to markets if Iran goes through with its threat.

About 15 million barrels per day pass through the Hormuz Strait, according to the U.S. Energy Information Administration.

There are some pipelines that could be tapped, but Gulf oil leaders, who met in Cairo on Dec. 24, declined to say whether they had discussed alternate routes or what they may be.

The Saudi official's comment, however, appeared to allay some concerns. The U.S. benchmark crude futures contract fell $1.98 by the close of trading Wednesday on the New York Mercantile Exchange, but still hovered just below $100 per barrel.

U.S. State Department spokesman Mark Toner played down the Iranian threats as "rhetoric," saying, "we've seen these kinds of comments before."

While the Obama administration has warned Iran that it would not tolerate attempts to disrupt traffic through the Strait of Hormuz, U.S. officials do not see any indication that the situation will come to that. Nor do they believe that Iran, which is already under increasing pressure from sanctions, would risk disrupting the Strait because doing so would further damage Iran's own economy.

Instead, the administration believes Iran is playing the only card it has left: issuing threats and attempting to shift focus away from its own behavior.

U.S. officials have not said whether there is a concrete response plan in place should Iran seek to block the Strait. But the administration has long said it is comfortable with the U.S. Naval presence in the region, indicating that the U.S. could respond rapidly if needed.

The White House has been largely silent on Iran's threat, underscoring the administration's belief that responding at the White House level would only encourage Iran.

While many analysts believe that Iran's warnings are little more than posturing, they still highlight both the delicate nature of the oil market, which moves as much on rhetoric as supply and demand fundamentals.

Iran relies on crude sales for about 80 percent of its public revenues, and sanctions or even a pre-emptive measure by Tehran to withhold its crude from the market would already batter its flailing economy.

IHS Global Insight analyst Richard Cochrane said in a report Wednesday that markets are "jittery over the possibility" of Iran's blockading the strait. But "such action would also damage Iran's economy, and risk retaliation from the U.S. and allies that could further escalate instability in the region."

"Accordingly, it is not likely to be a decision that the Iranian leadership will take lightly," he said.

Earlier sanctions targeting the oil and financial sector added new pressures to the country's already struggling economy. Government cuts in subsidies on key goods like food and energy have angered Iranians, stoking inflation while the country's currency steadily depreciates.

The impetus behind the subsidies cut plan, pushed through parliament by Iranian President Mahmoud Ahmadinejad, was to reduce budget costs and would pass money directly to the poor. But critics have pointed to it as another in a series of bad policy moves by the hardline president.

So far, Western nations have been unable to agree on sanctions targeting oil exports, even as they argue that Iran is trying to develop a nuclear weapon. Tehran maintains its nuclear program ? already the subject of several rounds of sanctions ? is purely peaceful.

The U.S. Congress has passed a bill that penalizes foreign firms that do business with the Iran Central Bank, a move that would heavily hurt Iran's ability to export crude. European and Asian nations use the bank for transactions to import Iranian oil.

President Barack Obama has said he will sign the bill despite his misgivings. China and Russia have opposed such measures.

Sanctions specifically targeting Iran's oil exports would likely temporarily spike oil prices to levels that could weigh heavily on the world economy.

Closing the Strait of Hormuz would hit even harder. Energy consultant and trader The Schork Group estimated crude would jump to above $140 per barrel. Conservatives in Iran claim global oil prices will jump to $250 a barrel should the waterway be closed.

By closing the strait, Iran may aim to send the message that its pain from sanctions will also be felt by others. But it has equally compelling reasons not to try.

The move would put the country's hardline regime straight in the cross-hairs of the world, including nations that have so far been relative allies. Much of Iran's crude goes to Europe and to Asia.

"Shutting down the strait ... is the last bullet that Iran has and therefore we have to express some doubt that they would do this and at the same time lose their support from China and Russia," said analyst Olivier Jakob of Petromatrix in Switzerland.

Iran has adopted an aggressive military posture in recent months in response to increasing threats from the U.S. and Israel of possible military action to stop Iran's nuclear program.

The Iranian navy's exercises, which began on Saturday, involve submarines, missile drills, torpedoes and drones. A senior Iranian commander said Wednesday that the country's navy is also planning to test advanced missiles and "smart" torpedoes during the maneuvers.

The war games cover a 1,250-mile (2,000-kilometer) stretch off the Strait of Hormuz, northern parts of the Indian Ocean and into the Gulf of Aden near the entrance to the Red Sea and could bring Iranian ships into proximity with U.S. Navy vessels in the area.

The moderate news website, irdiplomacy.ir, says the show of strength is intended to send a message to the West that Iran is capable of sealing off the waterway.

"The war games ... are a warning to the West that should oil and central bank sanctions be stepped up, (Iran) is able to cut the lifeblood of the West and Arabs," it said, adding that the West "should regard the maneuvers as a direct message."

Netflix, Gap lag in customer satisfaction online (Reuters)

(Reuters) ? Netflix Inc and Gap Inc were among the worst performers in customer satisfaction among the largest online retailers this holiday season, according to a survey released on Wednesday.

Overstock.com Inc came last out of the 40 largest online retailers, with a rating of 72 out of 100, down 4 points from last year, the survey by ForSee found.

Gap.com, Gap's main website, was second last with 73 points, down 5 from a year ago. Other laggards included buy.com and websites run by Sony and Toys R Us, ForSee said.

Customer satisfaction is important for retailers because it can lead to higher sales, more loyalty and increased word-of-mouth recommendations, ForSee said.

Netflix saw the biggest decline in customer satisfaction in ForSee's most-recent survey after the company tried to raise prices and split its DVD and video-streaming services. The plan was scrapped after customers defected.

"Netflix totally misread its customer base and is paying the price, damaging its brand among both consumers and investors," said Larry Freed, chief executive officer of ForSee.

Netflix shares lost more than half their value this year, with most of the damage coming after the company unveiled its intention to split its services.

Netflix had come close to customer-satisfaction leader Amazon.com in previous ForSee surveys. But in the latest poll, Netflix dropped 7 points to 79, the largest decline of any retailer in the survey.

Amazon climbed 2 points to 88 to lead ForSee's survey for the 14th consecutive time. ForSee runs the poll about every six months.

The biggest gainer was TigerDirect.com, a tech gadget and parts website owned by Systemax Inc, which climbed 6 points to 79.

Another big gainer was JCP.com, J.C. Penney's website, which rose 5 points to 83. That put the retailer in a tie for third place with QVC.com, Apple's online store and VistaPrint.com.

That?s what brought her to Sacramento recently to urge the California Air Resources Board to continue a controversial regulation aimed at forcing oil companies to reduce the carbon content in transportation fuels.It was brief, but riveting testimony about the loss of her friend and her own father, a veteran of the first Gulf War.?You can imagine the frustration that I and so many others felt when we learned that our addiction to oil was helping to fund the very same terrorist organization that had attacked the USS Cole,? she said, pausing to compose herself.Some veterans don?t see it that way. Willie Galvan, a retired Korean War-era veteran and state commander of the nonprofit American GI Forum of California, wrote a recent column critical of the air board, arguing that more regulations put the country?s energy security and businesses at further risk, especially with the economy so wobbly.?There are those who imply that the only threat to adequate energy supplies is reliance on imported crude. But they conveniently neglect to consider that California?s regulatory structure has increasingly been the cause of declining in-state production and rising imports,? Galvan wrote.?As for replacing fossil fuels with alternatives, the reality is they are neither sufficiently available or competitively priced,? he wrote.Perez-Halperin and others say their primary fears are imports from countries friendly to terrorists and the risk of future war for oil. Perez-Halperin said.She soon discovered her calling.?I wanted to address the environment, energy and veterans,? she explained.That led to GC Green, which began to find its footing this year, securing various grants to train veterans and find work to subcontract jobs to others in San Diego and across the state.GC Green has helped train over 600 auditors statewide, most of them veterans, in collaboration with other organizations, Perez-Halperin said. About dozen or so have found jobs on projects. ?She?s certainly helped grow my business,? said Bruce Cheney, a disabled veteran who owns Anchors Aweigh Energy in San Diego. ?We would not be where we are today without working with GC Green.?Cheney, who shares Perez-Halperin?s view that the country?s security depends on weaning off imported oil, works with homeowners on energy audits, writing up recommendations that pencils out the cost and potential long-term savings.His experience indicates that the average home uses far more energy than necessary. ?That is too much fossil fuel and we get it from countries who don?t like us,? Cheney said.Green energy alternatives, he continued, ?create the jobs here that can?t be shipped overseas.?Perez-Halperin Noted that she has not been able to do it alone. She also ?sees through a different lens? as a Native American, part of the North Fork Rancheria of Mono Indians tribe near Yosemite, Perez-Halperin said.?Environment, sustainability, is very important to me,? she said. Some of her work has been with tribal ventures.With the last of the combat troops in Iraq now home safe for the holidays, Perez-Halperin said she is even more determined to help those returning to civilian life to find jobs.She is also driven by memories of another friend who returned home from Afghanistan deeply depressed, committing suicide not long ago.?This stuff is real. PYONGYANG, North Korea ? A South Korean mourning delegation returned home Tuesday after meeting with North Korea's next leader, who has rapidly gained prominence since his father's death.

Kim Jong Un's brief meeting Monday with a group led by a former South Korean first lady and a prominent business leader shows Seoul that he is assured in his new role atop the country's ruling structure.

The South Koreans also met with Kim Yong Nam, president of Presidium of North Korea's parliament, according to footage from Associated Press Television News in Pyongyang. He often represents the country and is considered a nominal head of state.

The sides agreed to push for the implementation of 2000 and 2007 summit agreements between the countries aimed at expanding economic cooperation, the North's official Korean Central News Agency said briefly. A spokesman for one of the delegations later confirmed that the summit deals, which would benefit the North financially, were discussed.

The lead delegates were the widow of former South Korean President Kim Dae-jung, who engineered a "sunshine" engagement policy with the North and held a landmark summit with Kim Jong Il in 2000, and Hyundai Group Chairwoman Hyun Jeong-eun, whose late husband had ties to the North. North Korea sent delegations to Seoul when the women's husbands died.

During Kim Jong Un's meeting with the South Koreans, he thanked them after they expressed condolences and sympathy over his father's death. Kim Jong Il died Dec. 17.

They stood on a red carpet and bowed silently at the Kumsusan palace, where Kim Jong Il's bier is surrounded by flowers and flanked by an honor guard, footage from APTN in Pyongyang showed. Kim Jong Un and the two women later exchanged handshakes and clasped their hands when they spoke briefly. Their conversations were inaudible.

Mourning continued, meanwhile, despite frigid winter weather, in the final days before Kim Jong Il's funeral on Wednesday.

The season of giving inevitably prompts pet lovers (53% of dog owners and 38% of cat owners) to gift their animals, often lavishly, says a survey by the American Pet Products Association.

Are some people over-the-top ? in an unhealthy way ? about their animals? Probably, says Waco, Texas, psychologist Julia Becker. But the number, she believes, is extremely small.

There may be a problem if a person:

-Perpetually neglects other relationships to give excessive time and attention to pets.

-Uses pets as an excuse to get out of doing other activities.

The most common issue:

People who insist on taking badly behaved or ill-trained pets to inappropriate places where they?re not welcome. But that?s not generally a sign of mania; that?s self-absorption, probably evident in non-pet-related actions. ?It?s always unfortunate when people aren?t respectful of others,? says Becker, especially when it might fuel negative stereotypes about pet owners.

It also prompts the question: Is there something, well, weird about that?

According to a?Kelton Research survey commissioned by Milo?s Kitchen pet treats:

?81% regard their pets as full members of the family.

?58% call themselves their pets? ?mommy? or ?daddy.?

?77% buy pets birthday gifts.

?More than half say they talk about pets more than politics or sex.

Well, grinches, here?s what mental health professionals have to say about all this pet-loving goofiness: The blatant puppy love much of America is displaying does not spell the end of society as we know it, and the pet-obsessed are not pathetically off-kilter humans in need of intense therapy.

RICHMOND (AP) ? A massive Christmas Eve search for a 2-year-old boy who was in the backseat of an SUV that was stolen following a double-slaying in Richmond ended around midnight with the boy being found safe, police said.

Richmond police said in a Tweet late Saturday: "2-year-old Kaiden Burnside is OK. Found alone inside SUV off Jennie Scher Road. Thanks to everyone for assistance."

City police spokeswoman Karla Peters told the Richmond Times-Dispatch (http://bit.ly/svXlqT ) the child was found sleeping alone in the parked vehicle.

"He's being checked out by EMS and will soon be reunited with his mother," Peters said.

Authorities late Saturday identified the suspect as 27-year-old Jamal Louis Clemons of Richmond, Va. They say Clemons is wanted for abduction, robbery, robbery with a firearm and use of a firearm in the commission of a felony by a convicted felon.

Richmond city police said in a press release that shortly after 5 p.m., officers responded to a report of two persons down and found an adult man and an adult woman inside a Church Hill residence. Both had been fatally shot.

Witnesses reported that a man fled the scene inside a 2012 white GMC Terrain SUV that was left with the motor running and the boy strapped in the back seat, the news release said.

The Virginia State Police issued an Amber Alert at 9:39 p.m. EST Saturday for the boy, identified as Kaiden Gage Burnside. They described him as having short blond hair and blue eyes, and wearing a red plaid shirt, a cream-colored vest with a red truck carrying a Christmas tree, dark green corduroy slacks and white light-up sneakers.

"The child is believed to be in extreme danger," the alert said.

City police described the suspect ? later identified as Clemons ? as a black man in his mid- to late 20s, 5-foot-8 and 150 to 160 pounds, with black hair and wearing dark jeans and a black zip-up sweat shirt with a hood. He is believed to be armed with a revolver.

"We don't believe that he knew there was a child in the back seat," Richmond police Maj. Steve Drew told the newspaper.

Police said they didn't believe the shooting was random but have not released additional details about the victims or their potential relationship to the suspect.

Officers continued to search early Sunday for the suspect.

Richmond police did not return repeated calls from The Associated Press on Saturday evening.

Republican congressman tells Ohio GOP chair to end public spat with governor for good of the party

COLUMBUS, Ohio - A long serving Columbus Republican congressman is urging his state party chairman to get back to working for the GOP "instead of tearing it down."

A frustrated Congressman Pat Tiberi confirmed that he sent an email to Ohio Republican Party Chairman Kevin DeWine on Wednesday after the chairman this week took his spat with Republican Gov. John Kasich on television, accusing Kasich of trying to unseat him.

Other key Republicans are also stepping forward after seeing DeWine's interview on Ohio News Network's Capitol Square and are urging him to settle his differences with Kasich or quit.

A spokesman for DeWine said the chairman was traveling on Thursday and would not be available for comment.

"I have never seen a county or state GOP chairman level the kind of attacks you did this past weekend against one of our sitting officeholders," Tiberi wrote to DeWine in an email obtained by The Plain Dealer. "Attacking Republicans is not the job of the chairman of the ORP."

It is no secret that Kasich and DeWine do not get along, a tiff that reaches back well before Kasich took office last January. The problems appear to focus generally on DeWine's party leadership style and how receptive and accessible he is to Republican candidates, though the chairman can boast a highly successful 2010 election cycle.

This much is clear: Republicans are embarrassed by a dispute that has now gone public just as the country heads into a major presidential election year where Ohio again figures to be a key state for the GOP's hopes of beating Democratic President Barack Obama.

"In a year when it is essential that our party is unified so we can win back the White House, your repeated PUBLIC attacks on the leader of our party and other Republican leaders who support his call for a new chairman undermine that," Tiberi wrote. "They must cease immediately."

Kasich, frustrated over the leadership of the party and his perceived lack of party support during his gubernatorial campaign in 2010, met with DeWine in January and asked him to resign. DeWine declined and the battle between the two leaders has boiled beneath the service ever since -- until recently.

DeWine appeared on the Capitol Square television program on Sunday and accused Kasich of mounting a campaign to unseat him. The chairman post is voted on by the party's 66-member state central committee. Those members are up for re-election in March.

Kasich officials have not denied DeWine's claim that they plan to run candidates against some of the central committee members. Since DeWine won't quit, Kasich wants to gain control of the committee and get the two-thirds majority -- 44 votes -- he would need to unseat the chairman in the middle of his term.

"What's troubling is when the governor's allies, agents, lobbyists, political consultants, what have you, are going after incumbent members of the committee," DeWine said on Capitol Square. "They took an unprecedented step to endorse him, his candidacy."

DeWine even suggested that Kasich directed his employees while on state time to collect the signatures needed to help qualify some people for the central committee ballot. If that were true, it would be against the law.

Kasich's staff has vehemently denied that any employees were improperly used to gather signatures.

"What is so troubling is that you have the governor's -- in some of these cases -- employees. . . going after the committee who through no fault of their own simply poured their blood, sweat and tears into helping this guy get elected," DeWine said. "And the thanks they get is (Kasich's) staff working to gin up a contest in their re-election to the committee."

Those comments upset Tiberi and other Republicans according to records obtained by The Plain Dealer.

"It must be the responsibility of the state chairman to find a solution to the party's internal differences, not exacerbate them in public," Debbie Walsh, executive director of the Summit County Republican Party, wrote to DeWine Monday. "No matter what the other circumstances, to publicly criticize a sitting governor and his team is to undermine our own party."

Joyce Houck, a central committee member from Huron County, sent a message to other committee members on Wednesday suggesting that if DeWine can't resolve this dispute quickly, he should step down.

"When Kevin DeWine ran for chairman of the Ohio Republican Party I thought he was the man for the job. I stuck my neck out and endorsed him before the election," Houck wrote. "Obviously I was wrong."

Tiberi was not the first prominent Republican to speak out against DeWine. DeWine met with the central committee on Dec. 2 to complain about Kasich and the likelihood the governor would try to replace many of them.

That prompted Ohio House Speaker Bill Batchelder to issue a letter to his caucus calling DeWine's speech to the committee an "unprovoked attack" and an example of "questionable leadership tactics and poor decision making."

And in October, Hunting Valley businessman and Republican donor Jon Lindseth, who has given $200,000 to GOP candidates since 2001, emailed DeWine: "Enough is enough. You crossed the line. Time for you to resign."

Tiberi declined to comment other than to confirm he sent the email to DeWine. In the email, Tiberi alludes to past problems he had with the chairman, saying he couldn't even get his phone calls returned last year when he was running for re-election.

Tiberi's email also suggests that he and DeWine had just spoken about their agreement to keep the party infighting "out of the press," which he now accuses DeWine of reneging on.

"Please heed the many public and private calls I know you are receiving and return to your work to grow the party instead of tearing it down," Tiberi wrote.

Mobile First Enterprise Apps: VC Investing Boom AheadEmergence ...

The rapid rise of the iPhone, iPad and other mobile devices has fueled a mad rush of venture funding into consumer-facing mobile companies. During the 2011 first half, according to Rutberg & Co., venture capitalists invested $3 billion into 358 mobile companies ? with $960 million going to the ?media and applications? sector, defined as social networks, mobile games, mobile advertising, app platforms, news aggregation, photo sharing and group messaging.

VC investment in enterprise mobile companies has been more tepid. According to Rutberg, VCs invested just $254 million into ?enterprise IT? mobile companies over the same span.

As global organizations race to transition legacy systems to the cloud ? and enable mobile workers to access applications and services wherever they are, from any device ? the mobile enterprise sector clearly presents an untapped opportunity for venture investors. But it?s not enough to simply shut off the funding tap to consumer mobile companies and start funding enterprise mobile startups?en masse. Not all mobile enterprise companies are created equal.

The startups with the greatest potential to generate outsized returns are those creating ?mobile-first enterprise applications? ? those that leverage the unique capabilities of mobile devices to enable the creation of new categories of enterprise applications. These applications are very different from mobile-enabled versions of traditional enterprise software such as?Salesforce.com andWorkday. True ?mobile-first enterprise applications? are built for mobile platforms initially or exclusively and enable a worker or business to do things that simply were not possible before the proliferation of advanced connected devices.

Some examples of mobile-first enterprise applications include?Doximity, a mobile app that enables physicians to collaborate and communicate more effectively in which my firm is invested;?Square, which allows many small businesses to accept credit cards for the first time; and?Gigwalk, an app that enables businesses to turn smartphone users into an ?instant mobile workforce?. These companies are among the first to truly leverage the power of mobile to create unique business-focused value propositions.

Much of the mad rush to sink millions into consumer mobile startups parallels the dot-com boom. The late ?90s funding craze was focused almost entirely on consumer Internet companies ? and the painful bust that followed was a consequence of over-investment into consumer startups and under-investment into enterprise Internet companies. What rose from the ashes of the dot-com bust, however, was Web-enabled services and cloud computing ? a wealth of innovative enterprise software companies applying Internet technologies to business processes.

Investment in the mobile sector is evolving in much the same way, but at a faster rate. Right now, mobile-first enterprise companies are vastly underfunded, while those consumer mobile start ups are vastly over-funded. Only a handful of these consumer-focused start ups will gain the critical mass needed to succeed; after all, there are only so many mobile games, social networks and apps consumers are willing to buy.

However, just like in the dot-com bust, the demise of many of today?s amply-funded consumer mobile upstarts will eventually benefit the mobile enterprise sector. Popular consumer mobile technologies will eventually become core components of business-driven apps ? bringing the mobile craze into the office in much the same way the Internet fully arrived at work only after the dot-com bubble burst.

Officials: US weighs NKorea policy after Kim death (AP)

WASHINGTON ? The Obama administration is warily watching developments on the Korean peninsula after the death of North Korea's leader Kim Jong Il and may postpone decisions on re-engaging the reclusive country in nuclear talks and providing it with food aid, U.S. officials said Sunday.

The administration had been expected to decide on both issues this week, possibly as early as Monday, but the officials said Kim's death would likely delay the process. The officials spoke on condition of anonymity due to the sensitivity of the situation. They said the U.S. was particularly concerned about any changes that Kim's death might spark in the military postures of North and South Korea but were hopeful that calm would prevail.

The White House said it was monitoring the situation closely and remained in constant contact with allies South Korea and Japan, but it offered no substantive comment on the implications of Kim's death. President Barack Obama spoke with South Korean President Lee Myung-bak at midnight and the two leaders agreed to stay in close touch.

"The president reaffirmed the United States' strong commitment to the stability of the Korean Peninsula and the security of our close ally, the Republic of Korea," the White House said in a statement.

Obama and Secretary of State Hillary Rodham Clinton were both briefed on Kim's death, the White House and State Department said.

South Korea's military and police were placed on a high alert after Kim's death and Lee convened an emergency national security council meeting.

Kim's death was announced by state media in a "special broadcast" from Pyongyang late Sunday. The report said Kim died of a heart ailment on a train due to a "great mental and physical strain" on Dec. 17 during a "high intensity field inspection." North Korea will hold a national mourning period until Dec. 29. Kim's funeral will be held on Dec. 28, it said.

The U.S. officials stressed that North Korea's past behavior has been notoriously erratic, making predictions about its intentions difficult. However, they said they believed there would not be significant changes in North Korean policies under Kim's son and heir apparent Kim Jong Un until at least after the mourning period ends.

Kim's death came as the Obama administration was debating whether to go ahead with a new round of nuclear disarmament talks with the North and whether to provide food aid to the country, which has been struggling with crippling food shortages.

The administration had been poised to announce a significant donation of food aid to North Korea this week, the first concrete accomplishment after months of behind-the-scenes diplomatic contacts between the two wartime enemies, according to sources close to the negotiations. And, an agreement by North Korea to suspend its controversial uranium enrichment program was expected to follow within days, the sources said.

Suspension of uranium enrichment by North Korea had been a key outstanding demand from both the U.S. and South Korea of the North, which has tested two atomic devices in the past five years. Recent food talks in Beijing yielded a breakthrough on uranium enrichment, the sources said.

The food aid announcement, which could have come as early as Monday, would have not only been welcome news for North Korea, but also pave the way for a crucial U.S.-North Korea meeting in Beijing on Thursday. That meeting in turn could lead to the resumption of nuclear disarmament talks that would also include China, Japan, Russia and South Korea.

The so-called six-party talks were last held three years ago, and resuming them would amount to a foreign policy coup for the Obama administration.

Two senior U.S. diplomats were in North Korea's lone ally China last week to discuss the issues. They were due to meet Obama's top national security aides on Monday to discuss the way forward. Those meetings will go ahead in the wake of Kim's passing but decisions will almost certainly be delayed as it is not clear if North Korean officials will be in position to handle any engagement with the outside, the U.S. officials said.

(AP) ? A decade ago, plans for a metro and clean-fuel buses were hailed as New Delhi's answer to pollution. But air in the Indian capital is as dirty as ever ? partly because breakneck development has brought skyrocketing use of cars.

Citywide pollution sensors routinely register levels of small airborne particles at two or sometimes three times its own sanctioned level for residential areas, putting New Delhi up with Beijing, Cairo and Mexico City at the top of indexes listing the world's most-polluted capitals.

Sunrises in India's capital filter through near-opaque haze, scenic panoramas feature ribbons of brown air and everywhere, it seems, someone is coughing.

"My family is very worried. Earlier, the smoke and dust stayed outside, but now it comes into the house," said 61-year-old shopkeeper Hans Raj Wadhawan, a one-time smoker now being treated for chronic obstructive pulmonary disease at the Delhi Heart and Lung Institute.

"I can see the air is bad again, and I can feel it in my chest."

New Delhi could lay some of the blame on its own success. Its recently minted middle class adds 1,200 cars a day to the 6 million on roads already snarled with incessantly honking traffic. Generous diesel subsidies promote the use of diesel-powered SUVs that belch some of the highest levels of carcinogenic particles, thanks to their reliance on one of the dirtiest-burning fuels and low Indian emissions standards.

"The city has lost nearly all of the gains it made in 2004 and 2005," said Anumita Roychowdhury, executive director of research at the Delhi-based Center for Science and Environment.

New Delhi has undergone head-spinning expansion as Indian economic reforms in the 1990s ushered in two decades of record growth. Once a manageable capital of 9.4 million where cows, bicycles and bullock carts ruled the road, New Delhi today is a gridlocked metropolis and migrant mecca now home to 16 million. Authorities have scrambled to deal with everything from rocketing real estate prices to overflowing garbage dumps.

Efforts to clean the air, it seems, have only just begun.

The capital saw some success after a 1998-2003 program removing power plants from the city center and adopting compressed natural gas, CNG, for running buses and rickshaws. The buses had run on diesel, and the rickshaws on gasoline and highly polluting kerosene. Of all possible fuels, CNG releases the smallest amounts of particulate matter.

But just a few years later pollution levels are back up, with levels of airborne particles smaller than 10 micrometers ? called PM10s ? often near 300 per cubic meter, three times the city's legal limit of 100 ? and well above the World Health Organization's recommended limit of 20.

The tiny particulate matter, sometimes called black carbon or soot, is small enough to lodge in people's lungs and fester over time. WHO says the stuff kills some 1.34 million people globally each year.

Studies on the Indian capital put the number of such deaths in the thousands.

It worsens in the dry winters, as winds die down and pollution pools over the Delhi plains. Vehicular smog mixes with smoke from festival-season fireworks as well as countless illegal pyres of garbage burned by homeless migrants to stay warm as temperatures near freezing. And the booming construction scene, free for a few months from monsoons, sends up clouds of dust.

"Our biggest challenge is the vehicles, but building roads is not the answer," Roychowdhury said. "We badly need second-generation action to restrain this increasing auto dependence."

But so far India's diesel subsidies, billed as aid for poor rural farmers who need the fuel for generators and tractors, have only boosted its market for vehicles, and the worst-polluting kind.

Diesel cars, which in 2000 accounted for 4 percent of India's market, now make up 40 of new car sales, and are soon expected to hit 50 percent.

It's an odd automotive trend for today's world. In the United States, where markets set fuel prices, the popularity of diesel is nearly naught. China taxes diesel and petrol fuels at the same rate, while neighboring Sri Lanka sets high duties on diesel cars.

Indian car owners now spend more on diesel than the agricultural sector and benefit from 100 billion rupees, or about $1.86 billion, in direct diesel subsidy, according to the Center for Science and Environment.

Environmentalists call the diesel policy an incentive to pollute. And with the capital's 16 million residents now living on some of the world's most lung-challenging air, city authorities seem to agree and say more action is needed to clean up the air.

The city recently proposed a raft of reforms to bring down PM10 levels by boosting public transportation and discouraging drivers from taking out their cars. Ideas floated include taxing diesel vehicles, increasing parking rates that are now lower than bus fares, and introducing a London-like congestion charge for driving in the city center.

Delhi also is expanding its metro, and wants to auction off its 17 bus routes to replace a chaotic system that has dozens of single owner-operators working independently ? and inefficiently.

But whether the changes are made, and how effective they would be in persuading people to give up their cars, remains to be seen.

In the meantime, at least 3,000 Delhi residents will die each year from pollution-related causes, out of the city's 100,000 annual deaths, according to a recent study by The Energy Resources Institute in New Delhi and the U.S.-based health Effects Institute. Other studies have put the number of pollution-related deaths at 10,000 a year or higher.

Thousands more will develop asthma, chronic bronchitis or other respiratory ailments.

Unsurprisingly, most patients and victims live near the city's biggest roads.

"The number of respiratory diseases is definitely on the rise. Even in children we are finding more respiratory problems," said Dr. Vinod Khetarpal, president of the Delhi Medical Association. "With the introduction of CNG, it had come down quite drastically. But now it's back up again. Cars seem to be our new vice."

SEC charges ex-Fannie, Freddie CEOs with fraud (AP)

WASHINGTON ? Two former CEOs at mortgage giants Fannie Mae and Freddie Mac on Friday became the highest-profile individuals to be charged in connection with the 2008 financial crisis.

In a lawsuit filed in New York, the Securities and Exchange Commission brought civil fraud charges against six former executives at the two firms, including former Fannie CEO Daniel Mudd and former Freddie CEO Richard Syron.

The executives were accused of understating the level of high-risk subprime mortgages that Fannie and Freddie held just before the housing bubble burst.

"Fannie Mae and Freddie Mac executives told the world that their subprime exposure was substantially smaller than it really was," said Robert Khuzami, SEC's enforcement director.

Khuzami noted that huge losses on their subprime loans eventually pushed the two companies to the brink of failure and forced the government to take them over.

The charges brought Friday follow widespread criticism of federal authorities for not holding top executives accountable for the recklessness that triggered the 2008 crisis.

Before the SEC announced the charges, it reached an agreement not to charge Fannie and Freddie. The companies, which the government took over in 2008, also agreed to cooperate with the SEC in the cases against the former executives.

The Justice Department began investigating the two firms three years ago. In August, Freddie said Justice informed the company that its probe had ended.

Many legal experts say they don't expect the six executives to face criminal charges.

"If the U.S. attorney's office was going to be bringing charges, they would have brought it simultaneously with the civil case," said Christopher Morvillo, a former federal prosecutor now in private practice in Manhattan.

Robert Mintz, a white-collar defense lawyer, says he doubts any top Wall Street executives will face criminal charges for actions that hastened the financial crisis, given how much time has passed.

Mudd, 53, and Syron, 68, led the mortgage giants in 2007, when home prices began to collapse. The four other top executives also worked for the companies during that time.

In a statement from his attorney, Mudd said the government reviewed and approved all the company's financial disclosures.

"Every piece of material data about loans held by Fannie Mae was known to the United States government and to the investing public," Mudd said. "The SEC is wrong, and I look forward to a court where fairness and reason ? not politics ? is the standard for justice."

Syron's lawyers said the term "subprime had no uniform definition in the market" at that time.

"There was no shortage of meaningful disclosures, all of which permitted the reader to assess the degree of risk in Freddie Mac's" portfolio, the lawyers said in a statement. "The SEC's theory and approach are fatally flawed."

According to the lawsuit, Fannie and Freddie misrepresented their exposure to subprime loans in reports, speeches and congressional testimony.

Fannie told investors in 2007 that it had roughly $4.8 billion worth of subprime loans on its books, or just 0.2 percent of its portfolio. That same year, Mudd told two congressional panels that Fannie's subprime loans represented didn't exceed 2.5 percent of its business.

The SEC says Fannie actually had about $43 billion worth of products targeted to borrowers with weak credit, or 11 percent of its holdings.

Freddie told investors in late 2006 that it held between $2 billion and $6 billion of subprime mortgages on its books. And Syron, in a 2007 speech, said Freddie had "basically no subprime exposure," according to the suit.

The SEC says its holdings were actually closer to $141 billion, or 10 percent of its portfolio in 2006, and $244 billion, or 14 percent, by 2008.

Syron also authorized especially risky mortgages for borrowers without proof of income or assets as early as 2004, the suit alleges, "despite contrary advice" from Freddie's credit-risk experts. He rejected their advice, "in part due to his desire to improve Freddie Mac's market share."

Fannie and Freddie buy home loans from banks and other lenders, package them into bonds with a guarantee against default and then sell them to investors around the world. The two own or guarantee about half of U.S. mortgages, or nearly 31 million loans.

During the financial crisis, the two firms verged on collapse. The Bush administration seized control of them in September 2008.

So far, the companies have cost taxpayers more than $150 billion ? the largest bailout of the financial crisis. They could cost up to $259 billion, according to their government regulator, the Federal Housing Finance Administration.

Mudd was paid more than $10 million in salary and bonuses in 2007, according to company statements. He was fired from Fannie after the government took over. He's now the chief executive of the New York hedge fund Fortress Investment Group.

Syron made more than $18 million in 2007, according to company statements. His compensation increased $4 million from 2006 because of bonuses he received ? part of them for encouraging risky subprime lending, according to company filings. It's not clear what portion of the bonuses was for his efforts to promote subprime lending.

Syron resigned from Freddie in 2008. He's now an adjunct professor and trustee at Boston College.

The other executives charged were Fannie's Enrico Dallavecchia, 50, a former chief risk officer, and Thomas Lund, 53, a former executive vice president; and Freddie's Patricia Cook, 58, a former executive vice president and chief business officer, and Donald Bisenius, 53, a former senior vice president.

Lund's lawyer, Michael Levy, said in a statement that Lund "did not mislead anyone." Lawyers for the other defendants declined to comment Friday.

Based on the outcomes of similar cases, the lawsuit might not yield much in penalties against the former executives.

In July, Citigroup paid just $75 million to settle similar civil charges with the SEC. Its chief financial officer and head of investor relations were accused of failing to disclose more than $50 billion worth of potential losses from subprime mortgages. The two executives charged paid $100,000 and $80,000 in civil penalties.

Fines against executives charged in SEC civil cases can reach up to $150,000 per violation. SEC Chairman Mary Schapiro has asked Congress to raise the limit to $1 million.

The SEC has brought other cases related to the financial crisis since it began a broad investigation into the actions of Wall Street banks and other financial firms about three years ago.

Goldman Sachs & Co., for example, agreed last year to pay $550 million to settle charges of misleading buyers of a complex mortgage investment. JPMorgan Chase & Co. resolved similar charges in June and paid $153.6 million.

Citigroup Inc. agreed to pay $285 million to settle similar charges, though that settlement was recently struck down by a federal judge in New York City.

Most cases, however, didn't involve charges against prominent top executives.

An exception was Angelo Mozilo, the co-founder and CEO of failed mortgage lender Countrywide Financial Corp. He agreed to a $67.5 million settlement with the SEC in October 2010 to avoid trial on civil fraud and insider trading charges that he profited from doling out risky mortgages while misleading investors about the risks.

Danish court sends abusive father to prison (AP)

COPENHAGEN, Denmark ? A Danish appeals court has overturned a ruling that a man who beat and sexually abused children is mentally ill, and has sentenced him to 11 years in prison.

In June, a lower court convicted Harry Larsen of a number of abuses, including using a baseball bat and metal bars to beat some of his family's nine children, and raping two of its teenage daughters. In its sentence, that court said he should be sent to a mental health facility.

But on Thursday, the Western High Court overturned that ruling, saying Larsen isn't insane and he must be imprisoned. The court also upheld the 4-year prison sentence given to his wife, Tine Jensen, for mistreating the children.
